The Vassalboro Selectboard will hold a public hearing on Wednesday, September 23, 2026, at 6:30 p.m. at the Vassalboro Town Office (682 Main Street) to receive public input on the following warrant articles: Revised (9/22/26)

1.  To see if the Town will vote to accept the provisions of 30-A M.R.S. § 2528 and to designate that budget committee members shall be elected by secret ballot under that section rather than by nomination and motion from the floor at open town meeting, such acceptance and designation to take effect as of the 2027 annual town meeting. 

2.  To see if the Town will vote to appropriate up to $20,000 from the unassigned fund balance for costs associated with the Town Manager hiring process, including but not limited to recruitment expenses, advertising, and salary adjustments necessary to meet current market conditions, with expenditure authority delegated to the Select Board.

3.  To see if the Town will vote to appropriate up to $8,000 from the unassigned fund balance to engage RHR Smith & Company (the Town’s auditor) to provide non-attest consulting services for the purpose of resolving outstanding financial adjustments, reconciliations, and technical accounting matters required to complete and certify the 2024-25 annual audit.

4.  To see if the Town will vote to appropriate up to $30,000 from the unassigned fund balance for financial and administrative services, to be allocated at the discretion of the Select Board among one or more of the following purposes: (1) increasing compensation for the Town bookkeeper position; (2) contracting with a third-party financial controller to provide accounting support services; or (3) hiring administrative support staff to assist with financial and human resources functions. 

5.  To see if the Town will vote to authorize the Select Board, for fiscal year 2026-27, to transfer funds between appropriation accounts as necessary to avoid overdrafts in any account, provided that the grand total of all appropriations approved by the Town is not exceeded and no transfer may be made from debt service appropriations. 

6.  To see if the Town will vote to rescind the authorization to borrow $175,000 for the purchase of a plow truck as approved under Article 5 at the June 1, 2026 annual Town Meeting, and to instead appropriate $175,000 from the unassigned fund balance for the direct purchase of a plow truck.

7.  Shall the Town vote to approve the Budget Committee Ordinance?  A copy of the proposed Ordinance is attached and has become part of this warrant.
