            <content:encoded><![CDATA[<p>The following is a synopsis of proposed changes to two ordinances. The vote will be held on June 11, from 8 a.m. to 8 p.m. at the Vassalboro Town Office.</p>
<p><em>Marijuana Business Ordinance</em></p>
<p> </p>
<p>Proposed changes to the Town of Vassalboro’s Marijuana Ordinance include removing the word “marijuana” and replacing with “cannabis.” This is a housekeeping measure based on legislation at the state level.</p>
<p> </p>
<p>Section C of the ordinance clarifies that businesses, “other than caregivers,” shall be prohibited in Vassalboro unless they were in lawful operation or had received site plan or building permit approval for the use prior to the effective date of this ordinance. Proposed language clarifies “caregivers shall be permitted subject to the licensing and other requirements of the ordinance, as well as the town’s land use ordinance.”</p>
<p> </p>
<p>Section E(2) clarifies that facilities or businesses which hold a Site Review Permit, but do not apply for a permit under the ordinance within two years of obtaining said permit, must reapply to the planning board for new site review approval.</p>
<p> </p>
<p>Section F(1) again clarifies a business, “other than caregivers” shall provide supporting materials for an application. Section F(11) proposes “if the premises are leased, a copy of a lease or other written permission from the landlord that the marijuana business is allowed by the landlord.”</p>
<p> </p>
<p>Section J(7) proposes new language stating a “caregiver or cannabis cultivation facility shall not subdivide or lease the premises such that multiple caregivers or cannabis cultivation facilities are located on the same premises. This premises shall not apply to multiple caregiver/cultivation facilities approved by the Town prior to June 8, 2021.”</p>
<p> </p>
<p>In regards to licensing Section K(2) proposes written “request must be made to the licensing authority at least 30 days prior to the expiration of the original six month suspension period. Licensee must maintain an active license during and permitted suspension of use.”</p>
<p> </p>
<p><em>Solid Waste Disposal Ordinance</em>  </p>
<p>The Solid Waste Disposal Ordinance has not been updated since 1988. The town’s Transfer Station Taskforce proposed the following:</p>
<p> </p>
<p>*Updating the purpose of the ordinance, which refers to maintaining the quality of the environment, natural resources and prevent water and air pollution by providing a comprehensive, rational and effective means of regulating the disposal of solid waste in Vassalboro.</p>
<p>*Adding that the ordinance applies to all generators of solid waste in the town, including but not limited to residential, commercial, industrial and governmental.</p>
<p>*Updating definitions regarding acceptable waste; attendant; bulky waste; commercial hauler; composting; construction and demolition debris; electronic waste; hazardous waste; municipal solid waste; recyclables; septage; special wastes; unacceptable wastes and sludge.</p>
<p>*The proposal removes definitions regarding: hot loads; household wastes; inert material; junk; landfill; landscape refuse; resource recovery; rubbish; salvaging; solid waste disposal facility; solid waste management; solid waste; transport, unacceptable wastes; whites goods; wood wastes and tires.</p>
<p>*Removes the Public Works foreman as the direct supervisor of the transfer station manager.</p>
<p>*Removes section IV regarding general provisions and prohibition; section V regarding management responsibility and section VI on penalty.</p>
<p>*Adds a new section IV regarding authorized use; section VI regarding administration and management responsibility; section VII transfer station fees; section VIII on littering and a new language to section IX on penalties.</p>
<p>*Adds housekeeping language to sections X and XI and the effective date.</p>]]></content:encoded>

            <content:encoded><![CDATA[<p>Update regarding Webber Pond Fishway Project/Delay in Dam Road re-opening

<p>As can be seen from the photo below, significant progress has been made on the upgrade to the Webber Pond Fishway, but there is a fair bit of work yet to be done. After a slow start at the beginning of the summer, we thought we could make up time, especially with the good weather, but we have not been able to get caught up to schedule as quickly as hoped. We still expect to complete the work requiring an “in-water” component by September 30, as required by the federal and state permits. (That is, the stream-side entrance and the pond-side exit of the fishway will be completed and backfilled, the sandbags will be out of the pond, and the water diversion culvert will be out of the stream, with the stream flowing freely.) The concrete placement of the floor of the fishway, as well as the walls at the entrance to the fishway, is scheduled to be completed tomorrow. However, the Dam Road will need to remain closed for an additional two to four weeks of construction, potentially through the end of October. During that time, the walls at the fishway exit and the center portion of the fishway will be completed, and the rest of the site will be back-filled and graded. Part of the delay will be due to the fact that each section of the fishway walls need to cure for seven days after the concrete is placed, before we can safely backfill around them. That imposes unavoidable delays as we wrap up the final steps. We apologize for any inconvenience that this additional road closure causes to Dam Road and McQuarrie Road residents.</p>

<p>VASSALBORO – The selectboard has voted to allow the closure of the Dam Rd. due to construction of the Webber Pond dam. The earliest date for bridge closure is Monday, July 15, according to Maine Rivers Project Manager Matt Streeter. </p>
<p>The following are key upcoming dates:</p>
<ul><li>Start of construction of Dam Road Extension at McQuarrie Road: Monday, June 30</li>
<li>Mobilization of equipment and materials to the dam/fishway location: Monday, July 7</li>

<ul><li>2024 Dog Licenses are available starting October 15, 2023. Please remember to renew your dog license(s) before January 31, 2024. </li>
<li>A late fee of $25.00 per dog will be applied for all dog licenses completed after January 31st. To complete the licensing process, you will need to provide us with a current rabies vaccination if not already on file. If your dog has been spayed or neutered, we will need to see a copy of the certificate if you have not provided a copy to us already. </li>
<li>If you no longer have a dog, please advise this office so that we can adjust our records. For spay/neutered dogs the fee is $6.00. For intact dogs the fee is $11.00.</li>
<li>If you wish to license by mail, you may do so by mailing a self-address stamped envelope along with a copy of your rabies certificate.</li>

The town is working with the DOT to trial some ways to reduce speed in high congestion, high risk areas (trial place for August -Oct. 2024-East Vassalboro village)\
There are temporary PVC stanchions placed along the white line and sometimes the center double yellow line upon entering the village on all 4 roads and in front of the grange. All vehicles should be able to pass safely through them if they are going the marked speed limit according to the ME DOT. But some farm equipment vehicles may not fit.\
The town is aware that there is a need to keep farmers informed of changes and also set up a means for farmers to request temporary removal of 1 or more stanchions. This would possibly be needed if farm equipment is too wide to be accommodated within a travel lane (greater than 11 feet wide) and/or there is no easy alternate route to travel.\
If you need to have a stanchion removed sometime during the trial period ( August-Nov 1st), please contact Brian at the public works: <a href="mailto:publicworks@vassalboro.net">publicworks@vassalboro.net</a> or call 207-923-3985.\
Public works will need 3 business days’ notice in order to arrange the removal. Remember they are closed on Fridays except for emergencies.\

<p><strong>VASSALBORO, ME</strong> – The Town of Vassalboro is proud to announce that Town Manager Aaron Miller has officially earned the designation of <strong>Certified Maine Manager (CMM)</strong> from the <a href="https://mtcma.org/" rel="nofollow" target="_blank">Maine Town, City and County Management Association (MTCMA)</a>.</p>
<p>This certification identifies Miller as one of a select group of local government leaders in Maine who have demonstrated a high level of professional excellence and a steadfast commitment to public service.</p>
<p>To achieve this status, Miller met rigorous requirements, including years of administrative experience and over 240 hours of specialized training in areas such as leadership, ethics, and municipal finance.</p>
<p>“Aaron is now one of the select few certified Town, City or County Managers in the State of Maine,” stated Suzie Paradis, Certification Chair for the MTCMA. “The Town of Vassalboro can be proud to have its manager certified.”</p>
<p>In addition to the professional prestige, Miller’s certification offers tangible benefits to the community, including eligibility for a 10% discount on the town’s public officials liability insurance premium.</p>

Duties may include the performance of manual labor tasks in a wide variety of manual tasks in connection with operation of the equipment and other functions of the Public Works Department. Work instructions may be received in detail for each job to be performed or may follow an established routine. Work is subject to review while in progress and upon completion by the Road Commissioner.</p>
<p>High school graduation and considerable experience in the operation of heavy trucks and motorized equipment involved in construction or public works activities, or any equivalent combination of experience and training. VASSALBORO – On Saturday, Sept. 6 Vassalboro resident and Vietnam Veteran Robert Locklin will be honored posthumously as Vassalboro’s first Hometown Hero. He passed away on Sept. 3, 2025.\

The Town of Vassalboro is proud to recognize current and former residents of Vassalboro who have served or are currently serving our country in a branch of the military with their Hometown Hero Banner Program.\
\
This program places banners on power poles through Vassalboro and will be typically displayed from Memorial Day through Labor Day.\
\
This marks the first season for these banners. Mr. Locklin received medals including the Presidential Unit Citation, Valorous Unit Award, Meritorious Unit Commendation, Vietnam Presidential Unit citation, Silver Star, three Purple Hearts and two Combat Air Assault medals.\
\
His Hometown Hero banner was presented to Mr. Locklin last week before his passing by friend and fellow Army veteran Randall Liberty, who currently serves as Commissioner at the state’s Department of Corrections.\
\
Mr. Locklin’s banner will be unveiled at 8 a.m. during the Vassalboro Days celebration at the Vassalboro Fire Department on Main Street. Town Manager Aaron Miller will present a narrative of Mr. Locklin’s military service and will be joined by Mr. Locklin’s family and friends. The public is invited to attend.</p>]]></content:encoded>

<p>The Town of Vassalboro is proud to honor current and former residents of Vassalboro who have
served or are currently serving our country in a branch of the military with the Hometown Hero
Banner Program.</p>
<p>To qualify, an honoree must be:</p>
<p> A current or former resident of Vassalboro; and</p>
<p> Serving on active duty in the United States Armed Forces or National Guard OR militaryveteran (living or deceased) who has served in the United States Armed Forces or National Guard and has been honorably discharged.</p>
<p>This program places banners on power poles in Vassalboro, and they are typically displayed from
Memorial Day through Labor Day. The Town will store the banners and brackets over the winter.
The Town is not responsible for replacing banners that are stolen, damaged, or destroyed due to
vandalism or any acts of nature.</p>
<p>To order a banner, please fill out the Application for Hometown Heroes Banner and include
verification of active duty (e.g. copy of military orders or military ID) or a copy of the veteran’s
honorable discharge papers/DD214.</p>
<p>Banners can be purchased through Albison’s Printing located at 124 Riverside Drive in Augusta
Maine by calling 207-622-1941. The charge for the banner and pole brackets is $129. Those
wishing to purchase the banners must fill out the application and receive approval from the Town
Manager before ordering.</p>

<p>A public informational meeting will be held on June 12, at 1 p.m. at the Kennebec Water District’s treatment plant located at 462 Main Street in Vassalboro. </p>
<p>KWD is applying for a permit to discharge .35 million gallons per day of “drinking water filter system effluent” to the Outlet Stream in Vassalboro. A request for a public hearing, or request that the Board of Environmental Protection assume jurisdiction over this application must be received by the DEP, in writing, no later than 20 days after the application is found acceptable for processing, or 30 days from May 30, whichever is longer. </p>

<p><em>FAQs about the new Pine Tree/No Tree License Plates</em></p>
<p>Starting May 1, 2025, chickadee license plates will no longer be issued and will be replaced for those who currently hold them, including those that are considered vanity and low digit. You may see the new Pine Tree and No Tree plate options at the bottom of this article.</p>
<p><strong>Why are the plates changing?</strong> In 2023, State Legislature gave the Maine Bureau of Motor Vehicle until May 1, 2025 to design and issue a new plate to replace all current chickadee plates. The last reissuance was in 1999 and many chickadee plates are old, in disrepair, or have lost their reflectivity.</p>
<p><strong>Which plates are changing?</strong> Any plates that currently have a chickadee on them will be changing. This includes: passenger, commercial, antique, disability, combination, motor home, custom vehicle, bus, farm, commercial tractor, tractor, special equipment, hire, low-speed, horseless carriage, and street rod. The Town of Vassalboro will temporarily be carrying plates which we don’t normally carry in order to replace the plates at time of renewal (i.e. disability plates).</p>
<p><strong>What if I don’t want either the Pine Tree or No Tree Plate?</strong> If you don’t want either the Pine Tree or No Tree plate, you may choose to upgrade your plates to a specialty plate for the specialty plate fee of $20.00. Examples of the specialty plates are Sportsman, Animal Welfare, Black Bear, Lighthouse, Conservation, Breast Cancer Awareness, and Agriculture.</p>
<p><strong>What if I want to keep the same number/saying that I have on my plate?</strong> If you have a vanity plate, low digit plate, or simply want to keep the same plate number, you may reserve the number for a one-time fee of $25.00. To reserve your number on one of the new style plates, you can either obtain a paper form at The Vassalboro Town Office, visit a nearby Branch Office (i.e. Augusta DMV), or go online <a href="https://apps1.web.maine.gov/cgi-bin/online/bmv/rapid-renewal/reservation/start" rel="nofollow" target="_blank">https://apps1.web.maine.gov/cgi-bin/online/bmv/rapid-renewal/reservation/start</a> . You will receive your plates in the mail approximately one month before they are due to be renewed. You MUST bring your reserved plates into Town Office at time of renewal to be able to use them.</p>
<p><strong>What if I don’t care what number plate I receive?</strong> If you don’t care about keeping your same plate number, the Vassalboro Town Office will give you a new plate from our inventory at time of renewal.</p>
<p><strong>Do I have to wait for time of renewal to get the new plate?</strong> Yes and no. You may visit The Vassalboro Town Office and receive a new plate before your time of renewal, but you will have to pay an $11.00 plate change fee. There is no fee if you wait to change the plate at time of renewal. This is due to us only being provided inventory to cover 2 months’ worth of plate change renewals.</p>

            <content:encoded><![CDATA[<p>On Thursday, October 16, 2025 at the Town Office beginning at 6:30 p.m. The purpose of the first hearing will be to take public comment on proposed revisions to the Natural Gas Pipeline Municipal Development and Tax Increment Financing District.</p>
<p>The second hearing will commence following the closure of the first hearing. The purpose of the second hearing will be to take public comment on a proposal to allocate funds from surplus to pay for fiscal year 24 and fiscal year 25 audits.</p>
<p>The third hearing will commence following the closure of the second hearing. The purpose of the third hearing will be to take public comment on a proposal to increase the selectboard from three to five members.</p>
<p>These matters will be presented to Vassalboro voters in separate warrant articles at a Special Referendum Election on Tuesday, November 4, 2025. The proposed amended Natural Gas Pipeline Municipal Development and Tax Increment Financing District is available for public inspection at the Town Office.             <description>Reliance Equipment, a Vassalboro-based business specializing in fire truck maintenance and repairs, is scheduled to arrive at the Webber Pond boat launch between 9:30 a.m. and 10:30 a.m. on Monday, July 21 and expects to conduct pump testing, meaning the boat launch will not be open for 1.5 to 2 hours. <p>March 31, 2026</p>
<p>The Town of Vassalboro is requesting bids for the following services:</p>
<p>Transporting <strong>Municipal Solid Waste (MSW)</strong> from our Transfer Station on the Lombard Dam Road in North Vassalboro to the Solid Waste Facility (formerly known as the Fiberight facility located at 349 Cold brook Road in Hampden).  It is anticipated that Vassalboro’s MSW will be received by this Solid Waste Facility starting sometime in late 2026.  The exact date is yet to be determined.  As a standby provision, and until the Solid Waste Facility is able to receive the full volume of waste from all municipalities that have contracted with them, Waste Management’s Crossroads Landfill in Norridgewock, ME will accept and landfill the Town of Vassalboro’s MSW, which includes recyclables. </p>
<p>Effective January 24, 2019, the Vassalboro Selectboard voted to eliminate the town’s zero-sort program, and all zero-sort recyclables except cardboard will be combined with MSW loads and sorted by the Solid Waste Facility at their plant in Hampden once opened.  Each bidder participating in this transportation bid process will be asked to provide a round-trip price for each destination:  The Solid Waste Facility in Hampden, and Crossroads Landfill in Norridgewock.  Because Vassalboro has a mandatory cardboard recycling ordinance in place, separate roll-off canisters of cardboard will also need to be transported elsewhere for processing and recycling.  Bidders are asked to provide a proposal for transportation and disposal of <strong>old corrugated cardboard (OCC)</strong>.  <em>Note:  Our current contract for MSW and Recyclable <strong>hauling</strong> is with Bolster’s Rubbish Removal at $295 per trip to the Crossroads Landfill in Norridgewock and ends on 8/15/26. Cassella transports OCC cardboard to Irecycle at $212.18 per trip. Cassella also transports bulky waste to Pine Tree Waste in Waterville at $212.18; $95.48 per ton.</em></p>
<p>The current MSW and recycling hauling contract expires August 15, 2026. The proposed new contract(s) will begin effective August 16, 2026 for a three-year term and will expire August 16, 2029.  The Town reserves the right to negotiate a one or more-year contract extension with the successful contractor without re-bidding the work.  The Selectboard reserves the right to accept or reject any and all bids.</p>
<p><strong>Scope of the Work:</strong></p>
<p><strong><em>BULKY WASTE</em></strong> – The Town owns 2 (40) <a href>cubic yard open top roll-off containers</a> and 1 (30) cubic yard open top roll-off container and we generated 360.4 tons of bulky waste in 2025, or approximately 30-35 loads each year.  This requires 2-4 round trips per month, depending on the time of year.</p>
<p>The successful bidder will be expected to perform the following as part of the service:</p>
a)      Pick-up of either the 30 or 40 cubic yard roll-off containers upon notification by the Transfer Station Manager and return it the same day.
b)      Delivery of Bulky Waste to the disposal facility as proposed by bidder.
c)      Return and drop-off of empty roll-off containers to the Vassalboro Transfer Station or provide a swap-out container.
<p><strong><em>MSW and OCC</em> -</strong> The Town of Vassalboro is presently operating a Solid Waste Transfer Station.  Our MSW is compacted into roll-off containers.  In 2025, the town delivered 1,416 tons of combined MSW and recyclables to Norridgewock by this method.  Vassalboro also recycled 84 tons of OCC which residents currently separate from other recyclables.  This requires 2-4 trips per week for MSW and 2-3 trips per month for cardboard, depending on the time of the year.  The Town owns 2 (45) cubic yard roll-off compactor containers for MSW. The Town also owns 2 (50) cubic yard roll-off compactor containers that the corrugated cardboard is currently hand stacked in.   </p>
<p>The successful bidder will be expected to perform the following as part of the MSW service:</p>
a)      Pick up our 40 or 50 yd. roll-off containers upon notification by the Transfer Station Manager with notice.
b)      Placement of spare container in the Transfer Station compaction area, if needed.
c)      Delivery of MSW to the Solid Waste Facility in Hampden (or Crossroads Landfill until the Solid Waste Facility is open).
d)      Return and drop-off of empty roll-off containers to the Vassalboro Transfer Station or provide a swap-out container.
<p>The Town prefers that the <strong>OCC</strong> be recycled or repurposed in some form, rather than landfilled, and we have no current arrangement for final disposition.  Therefore, we are requesting that the bidder make a disposal plan for our OCC and provide a proposal to us.  Since we have only two canisters for stacking cardboard, the bidder’s plan should include the return and drop-off of the empty roll-off container to the Vassalboro Transfer Station or provide a swap-out container.  Your OCC disposal plan should be specified on the bid form. </p>
<p><strong>Bid award:</strong></p>
<p>Award of the bid will be based on the following criteria:</p>
1.      Total cost of round trip
2.      Response time upon notification of pickup.
3.      Most responsible and economical OCC disposal plan that best serves the need of the Town.
4.      Proper registration for solid waste transport with DEP.
5.      Ability to provide proof of worker’s compensation and liability insurance (minimum of $400,000/$800,000 naming the town as additional named insured) upon receipt of bid award and maintain coverage throughout the length of the contract.  Proof of independent contractor status from the state will be required if the successful bidder does not have employees and worker’s compensation insurance coverage.

<p>Town of Vassalboro</p>
<p>The Vassalboro Select Board is accepting proposals from experienced commercial fishermen who may wish to contract with the Town of Vassalboro for the right to harvest alewives from the Webber Pond watershed for a five-year period (April 2025 – June 2029.)</p>
<p><strong>Requirements for the taking of alewives shall be as follows and are subject to change, based on management objectives, actions by the Atlantic State Marine Fisheries Commission, the Department of Marine Resources, and the Town of Vassalboro:</strong></p>
<p>            • The harvester and any aides will possess a valid Pelagic License through the Maine Department of Marine Resources (DMR).</p>
<p>            • There shall be a continuous 72-hour weekly closed period on alewives – exact days of the week to be determined at the convenience of the harvester and by approval of DMR.  Maine DMR personnel will oversee the harvest and escapement of river herring during open season, and DMR will supervise escapement during the 72-hour closed period.</p>
<p>            • An accurate daily count of the crates of alewife harvested must be recorded and submitted to the Town Manager daily via email at <a href="mailto:amiller@vassalboro.net">amiller@vassalboro.net</a> during each harvest season.</p>
<p>            • Migratory fish other than river herring (Alewife and Blueback Herring) shall be allowed to pass upriver. All other species will be returned to the river below the trap.          Invasive species such as pike, white catfish, and European carp will be removed from the river and retained for inspection by DMR personnel.</p>
<p>            • Fishing operations shall cease, and all fishing gear shall be removed from the fishing waters not later than June 5 each year, unless an extension of the harvest season is obtained by the Town in writing from DMR.</p>
<p>            • Weekly and total landings in pounds or bushels and the unit of sale (<em>i.e.</em>, “crate,” “tote,” <em>etc</em>.) and the value of the catch shall be made available to the Maine DMR and/or National Marine Fisheries Service on request by these agencies.</p>
<p>            • The Maine DMR reserves the right to close or modify the fishery at its sole discretion.</p>
<p>            • The designated harvester will be required by Maine DMR and the Town to participate   in the alewife scale collection program, with timely submission of the scales to DMR to determine and substantiate the sustainability of the run, as required by the Atlantic States Marine Fisheries Commission.</p>
<p>            • The entrance to dipping pens or traps shall be covered by bars, slats, or spacers with a maximum width of two inches (2”) between said bars, slats or spacers.</p>
<p>            • Dipping of alewives shall be confined to the dipping pen or trap.</p>
<p>            • The final harvest site and gear selection must be selected in a manner that avoids contact with Atlantic salmon. Any harvesting of alewives by weir shall take place at the Webber Pond Dam site. Both the harvest site and gear specification shall be described in the Harvest Plan and approved by MDMR.</p>
<p>            • Either party may terminate the contract for the remaining year(s) of the contract during the period of September 1 to September 30 each year by written notice.</p>
<p><strong>CONTRACT PROVISIONS:</strong></p>
<ol><li>This contract will be dependent on the Department of Marine Resources (DMR) giving the Town permission to harvest alewives. The contractor will acknowledge annually that he is able to comply with the harvesting plan and net-opening size requirements described in the model alewife ordinance that is required to be approved by DMR before each harvest season. All State laws and rules concerning river herring (alewife) harvesting are to be followed.</li>
<li>The rate of payment to the Town of Vassalboro for alewives harvested in Vassalboro will be 35% of the selling price. The Harvester is responsible to establish a customer sales market for his daily catch. Sale price for alewives is to be determined by the Harvester at the time of sale, based on what the current market price will allow and is determined by the Harvester to be the most financially beneficial to the Harvester and the Town.</li>
<li>Payment to the Town of Vassalboro for the weekly catch shall be filed at the Vassalboro Town Office before 4 pm of each Tuesday following the previous week of harvest. Included with the payment, the Harvester shall provide the Town with copies of sequentially numerically ordered sales slips for <strong>all</strong> of the bushels or crates of alewives harvested in Vassalboro (or by weir at the Webber Pond dam) and sold to the Harvester’s customer base. Each slip should show the date of the transaction, the buyer’s name and address, the total number of bushels (or crates or totes) sold to that buyer, and the sale price.</li>
<li>This is a five (5) season contract, beginning April 1, 2025, and ending after the 2029 alewife harvest season, and is subject to renewal if agreed upon by both parties. Failure to meet the terms of this contract agreement and the fishing regulations listed above shall be considered a breach of contract, and subject to contract cancellation.</li></ol>
<p><strong>INDEPENDENT CONTRACTOR</strong></p>
<p>These duties named above shall be performed as an independent contractor providing his/her own equipment and transportation, and not as an employee of the Town of Vassalboro.</p>
<p>The successful contractor must provide proof of liability insurance (min $500,000/$1,000,000 naming the town as additional named insured) upon receipt of bid award, plus proof of worker’s compensation insurance (if applicable). The insurance coverage must be in effect for the duration of the contract.</p>
<p>The contractor will be required to file with the State for a determination of independent contractor status if they plan to work alone without employees and do not carry Worker’s Compensation Insurance. A form for this filing will be provided by the Town Office after award of the contract if the contractor has not already filed the form. <p>The Town is seeking a licensed arborist or forester to provide a map along with a formal assessment of health of trees within Nichols, Oak Grove, Webber Pond, Weeks, Union and Priest Hill cemeteries. The assessment will include images of the trees, health rating and a hazard scale showing why and what work they recommend.</p>

            <content:encoded><![CDATA[<p>Two of the most common types of annual town meetings are Open Town Meeting and Referendum (or Secret Ballot) Town Meeting. Vassalboro currently operates under an Open Town Meeting, a traditional New England form of direct democracy where eligible voters gather in person to discuss, amend and vote on municipal issues and the annual municipal and school budgets.</p>
<p>The pros of an Open Town Meeting allow residents to hear from others and discuss the issues. Amendments can be made on the spot. The cons include physical attendance, which limits participation and can be time-consuming.</p>
<p>Secret ballot voting has its advantages, including generally larger voter turnouts and the availability of absentee voting which allows a private voting process, but it also requires more careful planning and a much longer lead time (at least 60 days), among other things. There are no real-time amendments to articles and there is less opportunity for community discussion or explanation.</p>

<p>This is tentative based on a couple of factors including setting new utility poles, moving power lines and other scheduling constraints. The state plans to install electronic message boards late this week or early next week with construction dates.</p>

On Tuesday, January 7, 2025, the Commissioner of the Department of Public Safety signed the amendments into rule. Municipalities must enforce the newly adopted 2021 I-codes and corresponding standards as of April 7, 2025. <p>To the respective Voters of the Town of Vassalboro</p>
<p>In addition to the Presidential election this upcoming November the Selectboard has presented three referendum questions for your consideration and support. The purpose of my letter focuses on the two questions seeking permission to allocate funds towards a bridge repair.</p>
<p>In the Fall of 2023 engineers connected with the State of Maine alerted the Town of the most recent inspection report of the “Dunlap” bridge located on Mill Hill. This culvert style bridge traverses Seven-mile brook connecting Webber Pond to the Kennebec River.  The report stated, “<em>The culverts are deteriorating at an accelerated rate, and they have dropped from fair condition to serious condition in just a couple of years</em>.” The engineers strongly recommended that the town take action to replace the bridge.  Additionally, the engineers advised the Town that it may be necessary to “post” the bridge or restrict the maximum weight to as low as “3-tons”.   Due to the minimum amount of traffic on this bridge it does not qualify as a state responsibility and replacement falls squarely on the shoulders of the Town.</p>
<p>In the wake of the report the town has taken the following steps.</p>
<p>-Established a committee of local citizens to assess our options.</p>
<p>-Opened communication with our partners at the State level.</p>
<p>-Allocated American Rescue Plan Act funds and hired an engineer to present bridge replacement options.</p>
<ul><li><p>Option #1: $1.8 million-dollar full span bridge, designed to last 75 years.</p></li>
<li><p>Option #2: Dirigo Timberland design estimated cost $700,000.00</p></li>
<li><p>Option #3: Replace the bridge with the existing twin culvert style estimated cost $500,000.00 and expected to last 30 years.</p></li></ul>
<p>-The Selectboard and Budget committee recommended establishing a capital expense fund budgeting $40,000.00.  This request was approved at the annual town vote in June</p>
<p>-Secured a $200,000.00 grant.  This grant may only be used if the town chooses to construct either option #1 or option #2.</p>
<p>-Applied for additional grants, including Federal based.</p>
<p>-Public works removed debris and cut back any jagged or distorted portions of the culverts</p>
<p>-The town has negotiated a contract in the amount of $58,000.00 with a local engineer pending voter approval.</p>
<p>In June/July 2024 our state partners identified Seven-mile brook as a crucial spawning ground for migratory fish, to include Salmon and Alewives, catapulting our grant request to the top of consideration.  A qualifying factor requires the Town to have access to the matching $360,000.00 in funds which cannot be spent until Vassalboro accepts and signs the grant paperwork.</p>
<p>Referendum #1 authorizes the Selectboard to spend up to $360,000.00 from funds already collected through taxation.</p>
<p>Referendum #2 makes a minor change to the 2014 TIF ordinance that allows for the Selectboard to divert existing TIF dollars (currently in the ballpark of $170,000.00) to environmental projects.</p>
<p>Supporting the Selectboard recommendations will provide the town with the necessary financial support to move forward with bridge replacement without negatively impacting the property taxes.</p>
<p>The voters can expect the following distribution of town funds</p>
<ul><li><p>$115,000.00 in accrued interest from our surplus account,</p></li>
<li><p>$170,000.00 from the TIF account</p></li>
<li><p>$40,000.00 from the bridge capital expense account</p></li>
<li><p>$200,000.00 in allotted grant funding.</p></li></ul>
<p>The total amount of $525,000.00 will satisfy the required grant match and allow the Selectboard to hire the engineer to begin necessary groundwork ahead of construction.  If we are not successful in receiving the grant we will be in a healthy position to move forward with option #2.</p>
<p>It is important that the town assumes a proactive position with the replacement of the DUNLAP bridge. <p>GENERAL SPECIFICATIONS</p>
<p>The Town of Vassalboro, Maine invites bids for the purpose of cutting trees at two cemeteries.</p>
<p>The bidder to whom the award is made will be notified at the earliest possible date.  The Town reserves the right to reject any and all bids and to waive any informality in bids received, and to accept any bid whenever such rejection, waiver or acceptance is in the interest of the Town. </p>
<p>The Town also reserves the right to reject the bid of a bidder who has previously failed to perform properly or complete on time contracts of a similar nature, or a bid of a bidder who is not in a position to perform the contract.  </p>
<p>AGREEMENT/CONTRACT The successful bidder will be required to sign a standard town contract.  See attached Agreement.</p>
<p>TIME OF COMPLETION The work to be performed under this Agreement shall commence on the execution of the contract and receipt of all requisite paperwork and insurances for a one-year period.</p>
<p>INSURANCE The successful bidder shall agree to hold the Town harmless from all losses, costs or damages caused by their acts or those of their agents and will provide a certificate of insurance for Public Liability and Automobile Liability coverage in the amount of not less than $1,000,000.00 combined single limit for personal or bodily injury, death and property damage, protecting the contractor and the Town from all such claims, and Worker’s Compensation Insurance.</p>
<p>The Town disclaims any and all responsibility for injury to contractors, their agents or others while examining the job site or at any other time. </p>
<p>SALES TAX EXEMPTION  Materials and equipment purchased for permanent installation in this project will be exempt from the State sales tax. Each bidder shall take this exemption into account in calculating their bid price for the work.</p>
<p>PERMITS AND LICENSES All permits and licenses necessary for the prosecution of the work shall be secured and paid by the bidder.</p>
<p>MATERIALS AND EQUIPMENT The successful bidder shall furnish all labor, materials, and equipment necessary to do this work as specified in a workmanlike and orderly manner and all work shall be performed in accordance with the best trade practice. </p>
<p>PROTECTION AND RESTORATION OF PROPERTY Any damages to any and all property including headstones must be reported to the Town Manager immediately.</p>
<p>WORK SPECIFICATIONS “Tree Removal and Pruning Service’’ It is the intention of these specifications to establish and define those services that are to be performed and, in addition, to determine the capability and experience of the Tree Company Contractor desiring to provide such services. In an effort to save on cost, waste material including limbs, and logs shall be left on the ground for removal by the Town’s Department of Public Works. </p>
<p>LOCATIONS  This proposal includes, but is not limited to the following locations in the Town of Vassalboro, ME.: Farwell-Brown Cemetery and Nelson Cemetery. The Town is seeking removal of all seven pine trees in Nelson Cemetery and two trees in Farwell-Brown Cemetery. There are only two trees in Farwell-Brown Cemetery – one is a maple that has been trimmed and must be removed. The other is a dead standing tree with a bird box on it.</p>
<p>Bids are due June 16, 2025 at 3:30 pm. and may be dropped off at the Town Office located at 682 Main Street or mailed to PO Box 129 N. Vassalboro, ME 04962.</p>

<p><strong>Scope of Work</strong> : The selected realtor will be expected to work closely with and provide regular reports to the Town Manger. The selected realtor will provide the following: </p>
<p>•	Perform market analysis and values for properties. </p>
<p>•	Develop and execute strategies for selling properties, including but not limited to advertising, 	signage, and onsite walk-throughs. </p>
<p>•	Work with the Town Manager to negotiate parcel sales with buyers and prospects. </p>
<p>•	Coordinate real estate appraisals. </p>
<p>•	Coordinate real estate transaction closings with the Town Manager. </p>
<p>•	Handle all other customary activities and services associated with real estate transactions. 	Services may include consultation with Town staff, Town Select Board, and/or designee(s) 	relating to the sale of real estate. </p>
<p><strong>Proposals are to be in sealed envelopes clearly marked “Realtor Services” and are due by August 29, 2024 at 5 PM at the Town Office, 682 Main St, Vassalboro, ME 04989, or mailed to PO Box 129 N. <p><strong>Term of Contract:</strong> The contract period for the successful realtor will be from the date of the award until either party chooses to discontinue the contract, with 60 days’ notice. </p>
<p><strong>Selection Criteria:</strong> The Town of Vassalboro reserves the right to accept or reject any or all proposals. The successful realtor shall be selected based on qualifications, experience, as well as the ability to fulfill the project as described for the cost deemed to be in the best interest of the Town. </p>

<p>VASSALBORO – Town Manager Aaron Miller is pleased to announce that Danielle Brox, of China, has been hired to serve as the Vassalboro’s Youth Sports Coordinator and Office Assistant.</p>
<p>This is a hybrid position, assisting with day-to-day Town Office functions and overseeing youth sports for the Town of Vassalboro, Maine. This position is responsible for effectively and efficiently developing youth sports programs and assisting as needed at the Town Office.</p>
<p>Danielle is a graduate of Cony High School and is currently enrolled at Saint Joseph’s College of Maine where she is working on her bachelor’s degree in health and Wellness Promotion. She currently serves as the Assistant to the Director and Coach of Maine Elite Field Hockey, an indoor/outdoor field hocky club, where she supports daily operations and logistics involving seven to 18-year-old players.</p>
<p>Danielle also has experience in the restaurant industry and has served as a field hockey coach at Greely Middle School where she was responsible for assisting with organizing and planning events and games.</p>]]></content:encoded>

<p>The Town of Vassalboro is seeking a new Director of Public Works. This is supervisory and practical work position directing the work of a crew of equipment operators and workers engaged in public works construction and maintenance operations.</p>
<p>The Director supervises and assists the crew in the various operations of the Department. Work involves snow removal and sanding, ensuring that roads are made according to prescribed lines and grades and in compliance. This position requires a practical knowledge of road construction materials and methods, construction equipment operation, and the ability to read and interpret engineering road plans. Work is performed with general independence under the supervision of the Town Manager.</p>
<p>The Town is seeking candidates with considerable knowledge of materials, methods, and techniques commonly used in road construction and road clearing activities; knowledge of the hazards and applicable safety precautions of the work; working knowledge of the operation of construction equipment such as trucks and front end-loaders used in road construction work, and ability to supervise and direct the activities of employees engaged in the operation and maintenance of such equipment.</p>
<p>The Director must have a valid Class B license and physical strength and agility sufficient to perform the work of the class and ability to lift a minimum of 50 pounds. Experience as a labor foreman on major road construction and maintenance activities, completion of high school, preferably supplemented by technical training, is required. </p>
<p>The Town of Vassalboro offers a competitive hourly wage, all paid holidays, vacation and sick time, and full medical benefits for the employee. <p>VASSALBORO – The Vassalboro Selectboard is seeking five members to serve on the Vassalboro Sanitary District.</p>
<p>The trustees manage all of the affairs of the district. The initial terms shall be as follows: one for one year, two for two years, and two for three years. Thereafter, the terms shall be for a three-year period.</p>
<p>The trustees shall organize by election from their own members of a chairman, a vice-chairman, a treasurer, and a clerk, and choose and employ and fix the compensation of such other necessary officers and agents who shall serve at their pleasure, and they shall adopt a corporate seal. Each trustee shall be sworn to the faithful performance of his duties. The trustees may receive compensation, not exceeding $540 annually ($45/month), or as the trustees may determine.</p>
<p>The trustees may from time to time adopt, establish, and amend bylaws consistent with the laws of the State of Maine, and necessary for their own convenience and the proper management of the affairs of the district and perform any other acts within the powers delegated to them by law. <p>VASSALBORO - The Town of Vassalboro has various committees, boards and commissions that work diligently and generously and give their time and talents to promote the future of the Town.</p>
<p>Are you interested in becoming more involved? The Town is seeking volunteers with unique problem-solving abilities, experiences and ideas to collaborate and make a difference in our community. Each committee is unique in its purpose and provides services, advice, or recommendations on a variety of issues including recreation, conservation and budget to name a few.</p>
<p>The selectboard will make appointments to the following boards and committees at their regularly scheduled meeting on July 17:</p>
<p>Planning Board – five members.</p>
<p>Board of Appeals – three members.</p>
<p>Recreation Committee – eight members.</p>
<p>Conservation Commission – two members.</p>
<p>Cemetery Committee – four to six members.</p>
<p>Trails Committee – 10 members.</p>
<p>Transfer Station Taskforce – six members.</p>

<p>As a result, three Selectboard seats will be open for election in June 2026. Nomination papers will be available from the Town Clerk beginning March 3, 2026. The election will be held on June 9, 2026.</p>
<p>Serving on the Selectboard is one of the most meaningful ways to make a difference in Vassalboro. Selectboard members help shape local policy, guide the town’s long-term priorities, and ensure that community voices are heard in municipal decision-making. Whether addressing budgeting, supporting public services, or planning for the town’s future, Selectboard members play a vital role in keeping Vassalboro a strong and vibrant community.</p>

<p>One of the local questions asks whether to <strong>expand the Selectboard from three members to five</strong>. The idea has both potential benefits and drawbacks. To help residents make an informed decision, the following overview outlines some of the <strong>key points</strong>—based in part on information shared by the Town of Sullivan, Maine (population 1,200).</p>

<p><strong>Three-Member Selectboard</strong></p>
<p><strong>Advantages</strong></p>

<li>Meetings are typically shorter and more efficient.</li>

<li>Potential for two members to form a voting bloc.</li>
<li>The board may face challenges managing growing town complexities.</li>
<li>Limited capacity to coordinate with town committees.</li></ul>

<ul><li>Brings a wider range of experiences, perspectives, and skills.</li>
<li>Reduces the influence of any single “rogue” member.</li>

<li>Decisions require three votes, encouraging collaboration.</li>
<li>Allows absences while still maintaining a quorum.</li>
<li>Enables subcommittees to explore specific issues in detail.</li>
<li>Expands residents’ access to Selectboard members.</li></ul>
<p><strong>Disadvantages</strong></p>
<ul><li>Larger boards are not always more effective at solving problems.</li>
<li>Meetings may run longer or involve more extended debate.</li>
<li>Without procedural adjustments, the Town Manager’s workload could increase.</li>

            <content:encoded><![CDATA[<p>When Vassalboro residents head to the polls on <strong>Tuesday, November 4, 2025</strong>, they’ll see three local questions on the ballot — right alongside two statewide citizen initiatives.</p>
<p>One of those local questions asks voters to decide whether the Town should use <strong>up to $19,220 from surplus funds</strong> to cover the costs of completing <strong>fiscal year 2024 and 2025 audits</strong>.</p>
<p>The need for the additional funding comes after a period of turnover in the Town’s bookkeeping department, before the current bookkeeper took the helm. To get the books fully up to date, the Selectboard hired <strong>RHR Smith</strong> to assist with bank reconciliations and help prepare for the audits.</p>
<p>Although the Town came in <strong>$35,000 over budget</strong> for audit expenses last fiscal year, it’s estimated that <strong>an additional $19,220</strong> will be required to bring everything current. The <strong>Budget Committee has unanimously supported</strong> this proposal.</p>

<p>VASSALBORO – Last year Town Manager Aaron Miller reached out to Vassalboro Community School’s art teacher Mia Sargent and pitched an idea that not only sparked creativity with her students but also will surely build hometown pride for many years to come.</p>
<p>Rather than spend about $1,600 to have the signs manufactured, the Town spent about $120 on plywood. The paint was donated from Public Works Director Brian Lajoie. The end product was well worth the wait.</p>
<p>To create their designs, students first engaged in brainstorming and research about the town of Vassalboro, reflecting on what makes Vassalboro the unique and remarkable place that it is. Many students chose to represent aspects of nature in their designs, as these images highlight the characteristic beauty of the area and can resonate with the larger population of Vassalboro. Hundreds of designs were drawn by the students of VCS, which they then voted on to narrow down to just a handful of designs.</p>
<p>The final four designs represented on the signs showcase the collaborative and dedicated efforts of students across the grade levels of VCS. The Vassalboro Community School students are proud of their work in designing and creating the new Vassalboro town line signs.</p>
<p>The signs will be positioned at the town lines in China; Winslow (Rt. 32 and 201) and Augusta on Riverside Drive by the end of July.</p>

<p>As of yesterday, the construction area of the parking lot at Webber Pond Dam has been blocked off. Traffic will be open across the bridge through the weekend.</p>
<p>Construction will begin on Monday, July 28 and at that time the Dam Rd. will be closed. Detour signs will be in place to direct traffic around via McQuarrie Rd. The goal is to complete construction of the fishway as quickly as possible, but depending on conditions the road may stay closed no later than September 30.</p>
<p>For $5, a resident has offered parking on his lawn, which is directly across from the boat launch. People should park on the left side of this driveway (not the right). There is a box toward the head of the driveway where the $5 can be deposited if he is not around.</p>]]></content:encoded>
