Minutes of the Meeting
May 7, 2015
Members Present: Rob Browne and Lauchlin Titus
Members Absent: Phil Haines

1. Call to order – The meeting was called to order by Selectman Browne at 6:58 p.m.
2. Minutes – On a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to accept the minutes of the 4/23/15 meeting as written.
3. Town Meeting Warrant – After brief discussion, and on a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to sign the version of the town meeting warrant that did not include the article to change the name of the School Committee Members to School Board Members. MMA Legal Staff gave the opinion that the article was not necessary.
4. Revisit Permit Fee Schedule – After the last Selectmen’s meeting when the Board adopted the Planning Board’s recommended schedule for permit fee increases, it was brought to the Planning Board’s attention by the interim Code Officer Paul Mitnik that our ordinances require the issuance of a Renovation Permit. The permit schedule recommended by the Planning Board and adopted by the Selectmen eliminated the fee for a Renovation Permit. After reconsideration by the Planning Board at their May 5th meeting, the Planning Board Chairman notified Sabins that the Planning Board had changed their recommendation to include the Renovation Permit at a fee of $15.00. On a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to accept the Planning Board’s new recommendation and to set the Renovation Permit fee at $15.00, effective July 1, 2015 along with the other permit fee changes already adopted at the last meeting.
5. Municipal Clerk’s Week Proclamation – Having been provided the proposed Proclamation by the Maine Town and City Clerk’s Association a week or so prior to this meeting via email, on a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to declare May 3-9, 2015 as Municipal Clerk’s Week to recognize the work that the Clerk and her Deputies do for the citizens of the Town in their daily duties at the Town Office.
6. Reports – a. Road Report - On a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to accept the report as presented. b. Police Report - On a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to accept the report as presented. c. First Responders’ Report - On a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to accept the report as presented.
7. Treasurer’s Warrants – On a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to approve warrants #69 and #70.
8. Other – 1. The Board agreed to set a date for the Manager’s evaluation at the next Board Meeting when all Board Members are in attendance. 2. Sabins stated that the new gas range for the kitchen was delivered from Fortin’s with a small dent in the side. Fortin’s offered only a $25 discount for the damage. Board members agreed with Sabins that $25 seemed low and thought that a discount of 10% of the purchase would be more appropriate (in this case $50-$55). Sabins will follow up. 3. Sabins reported on a non-work related knee injury to one of the office employees. 4. L. Titus informed the group that the Vassalboro Business Association would be spearheading a Memorial Day (Vehicle) Parade for three miles along Rt. #32. 5. R. Browne asked if a permit was needed to conduct biking events on the roads in Vassalboro. No one seemed to know the answer to his question.
9. Adjourn – There being no further business to discuss, the meeting was adjourned at 7:21 p.m.
