1. Call the Meeting to order – C. French called the meeting to order at 1 p.m.

2. Warrants – R. Denico motioned to approve warrants 72, 73 & 74 without payment to Kennebec Valley Council of Governments, seconded by M. Poulin; 3-0.

3. Discussion and adoption of Personnel Handbook – The following changes were discussed and amended: page one table of contents missing “5” and title; section 4 – add mandatory direct deposit begins July 1, 2024; add “may be rewarded with a bonus, with recommendation by the Town Manger upon approval of the selectboard” to “Special Bonus” section on page 23; add “this also includes any time intended to be taken as compensatory time” under section 16 page 10; remove “any member of” and add the “Chair of the Select Board” under section 12; under the pay scale section add Community Program Director; the board agreed this must be updated every year when there is a COLA – for example this year the scale needs to be adjusted across the board 6.5%; page 21 change the approved date to today. M. Poulin motioned to accept the changes, seconded by R. Denico; 3-0.

4. Year-end adjustments – A. Miller explained, according to the auditor, that year-end adjustments are not necessary when a line is in the red unless the cause for the over expenditure was budgeted. As for carrying forward accounts into the next fiscal year, the town is allowed to carry forward accounts if the expense was budgeted, such as paving for example. This will be on the agenda for July 13 for discussion.

5. Other – No other business.
