Minutes of the Meeting
July 17, 2014
Members Present: Lauchlin Titus, Phil Haines, and Rob Browne (7:30 p.m.)
Others Present: Mary Sabins, Mary Grow, Fire Chief Eric Rowe, Mike Vashon, and three other members of the fire department.
1. Call to order – The meeting was called to order by Chairman Haines at 7:04 p.m.
2. Minutes – On a motion made by L. Titus, seconded by P. Haines, the Board voted unanimously to accept the minutes of the 6/30/14 meeting as written.
3. Award Fire Truck bid – The Board reviewed a spreadsheet summary of the twelve bids received. Fire Chief Eric Rowe stated that he and some of the other fire department members discussed the bids last evening. The Fire Department members recommended that the Selectmen award the bid to Dana Suga who lives on the Nelson Road, for his bid price of $5,758. While Mr. Suga’s bid was the fourth highest bid (highest bid was $7,500 from Misty Meadows Farm in Clinton, ME), fire department members stated that Mr. Suga has provided decades of support to the fire department by allowing the department’s radio antenna to be situated on his property at no charge, and he monitors the readiness of the department’s generator, also located on his property. After brief discussion and on a motion made by L. Titus, seconded by P. Haines, the Board voted unanimously to accept the bid of Dana Suga for $5,758 for the tanker truck, based on the recommendation of the Fire Department.
4. General Assistance Ordinance Public Hearing – Chairman Haines declared the General Assistance Ordinance public hearing open at 7:13 p.m. There being no public comment, the hearing was then immediately closed at 7:13 p.m. Without discussion and on a motion made by L. Titus, seconded by P. Haines, the Board voted unanimously to adopt Appendix A. The Board signed the ordinance adoption sheet.
5. Quit Claim Deed – Without discussion and on a motion made by L. Titus, seconded by P. Haines, the Board voted unanimously to sign the quit claim deed as prepared by the title attorney to clear title for Robert and Tina Lagasse. A tax lien from 1958 that was filed on the property now owned by the Lagasse family was never discharged by the Town.
6. Job descriptions – After an explanation by Sabins of changes made on the Town Clerk’s and the Registrar of Voter’s job descriptions to give the Registrar duties to the Clerk, the Board voted unanimously on a motion made by L. Titus, seconded by P. Haines to accept the changes to both job descriptions as presented.
7. MMA Ballots – After brief discussion, and on a motion made by L. Titus, seconded by P. Haines, the Board voted unanimously to cast the ballot for executive committee members as presented by MMA. Also on a motion made by L. Titus, seconded by P. Haines, the Board voted unanimously to cast the town’s ballot for Kelly Couture of Sidney to serve on the MMA Legislative Policy Committee because she represents a town similar in size to Vassalboro.
8. Cemetery Funds – Sabins noted the Cross Hill Cemetery Association turned over $12,425.09 to the town with the transfer of ownership of the Cross Hill Cemetery to the Town. As Town Treasurer, Sabins requested instruction from the Select Board where the funds should be invested. After brief discussion, and on a motion made by L. Titus, seconded by P. Haines, the Board voted unanimously to instruct the Treasurer to invest the funds with our investment advisor, First Advisors, and to request a separate line item on the investment report designated as Cross Hill Cemetery funds.
Selectman Rob Browne arrived at the meeting at 7:30 p.m. as the Financial Report below was being reviewed.
9. Reports – a. Road Report - On a motion made by L. Titus, seconded by P. Haines, the Board voted unanimously to accept the report as presented. b. Financial Report - On a motion made by L. Titus, seconded by P. Haines, the Board voted two in favor, one abstention (R. Browne) to accept the report as presented. c. Police Report - On a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to accept the report as presented.
10. Treasurer’s Warrants – On a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to approve warrant #4.
11. Other – 1. Recreation Director Adam Loiko advised Sabins via email that previously appointed Recreation Committee Member Stephanie Grondin no longer desires to be a member of the Recreation Committee. Adam recommended the appointment of Kevin Wood to fill the vacancy. After discussion, and on a motion made by L. Titus, seconded by R. Browne, the Board voted unanimously to appoint Kevin Wood to the Recreation Committee, and they signed papers for such. 2. The Board agreed to have a special Selectmen’s meeting on Friday, August 15th at 9:00 a.m. to set the tax mil rate. The assessor will be at the meeting to provide his recommendation. 3. An invitation for the school leadership conference was noted. 4. At the request of the Code Enforcement Officer, and on a motion made by L. Titus, seconded by R. Browne, the Vassalboro Select Board voted unanimously to designate our Code Enforcement Officer, Local Plumbing Inspector, and Building Inspector Robert Folsom, Sr. as our designee to enforce State Statutes relating to Plumbing Codes, Dangerous Building Statutes, and Automobile Graveyard and Junkyard Statutes; and to require and designate him to enforce Town of Vassalboro Ordinances as specified within each ordinance. 5. Sabins updated the Board on the progress she was making to fill the vacancy of the counter clerk position. 6. Mary Grow expressed concern about the welfare of an elderly resident that she and a friend had been unable to reach. The Selectmen did not know the person she referred to.
12. Adjourn – There being no further business to discuss, the meeting was adjourned at 8:06 p.m.
