Minutes of the Meeting
August 29, 2007
Don Breton called the meeting to order at 7:08 p.m. In attendance were the following: Libby Mitchell, Rob Browne, Eric Rowe, George Gould, Tom Richards, Mary Grow and Mike Vashon.
The August 15th minutes were reviewed and approved, Rob/Don 2-0
The Warrant was reviewed and approved, Libby/Rob 3-0.
The Road Report was reviewed and approved, Libby/Rob 3-0.
The Status Report was reviewed and the town manager indicated the Oakland recycling facility is 60 to 70% complete, and distributed pictures for selectmen to view recycling building. Rest Area on route 3 is still waiting for fed approval before any funds can be expended. Town manager is in the process of locating railings for China Lake outlet dam. Also added to the status report was the procurement policy.
Old Business: Town manager indicated the mill rate is set by the Assessor and has been set at 8.60 mills.
New Business: The next item of business was appointing a selectperson to serve on the RSU committee. After a brief discussion, Rob made a motion to appoint Libby Mitchell and it was seconded by Don. Vote 2-0-1.
The next item of business was a written request from Fire Chief, Eric Rowe to the selectmen requesting the funds from the sale of two fire trucks ($3,000 and $1,200) be used by the fire department to paint the 1984 GMC 1000/1000 pumper/tanker (truck #11) at a cost of $6,700.00. The other estimate from K & T of $28,000 included substantially more work to make the fire truck NFPA compliant. The estimate from K & T for painting only was approximately $12,000.00. There was a motion by Libby, seconded by Rob to use the $4,200.00 proceeds for painting of truck 11. Don Breton abstained from voting.
Libby Mitchell presented to the selectmen the possibility of School Union 52, including Vassalboro and China to join with SAD 47, Waterville and Winslow. Libby indicated she attended a meeting today and it appears SAD 47, Waterville and Winslow had a change of heart. Libby also indicated there will be a meeting at UMA on September 5 regarding consolidation and regionalization.
Libby would like to see the Vassalboro Fire Department recognized this year for volunteerism. Libby asked the town manager to contact Spirit of America.
Don Breton recognized Tom Richards who asked to make a statement. Tom indicated that on August 18, 2007 while at the transfer station a resident walked behind Tom’s truck while he was backing to empty the contents of his truck in the hopper. Had Tom not been paying attention to both mirrors the resident could have been hurt badly. Tom asked that the town manager speak with the transfer station manager to set up a procedure so that this would not happen again.
There being no further business, a motion to adjourn the selectmen’s meeting at 8:28 p.m. Libby/Rob, 3-0.
