MINUTES
January 6, 2015

Present: Ginny Bracket (Chair), Betsy Poulin, Sally Butler,
Doug Phillips, Marianne Hubert, Don Robbins (Alternate- Note Alternate did not vote at this meeting) and Robert T.
Folsom Sr. (CEO/LPI)
All in favor includes Chair and four regular Planning Board Members

Absent: (All Present)

1. Ginny Bracket called the Planning Board Meeting to order at 7:00 PM.

2. Doug Phillips made a motion to approve the minutes of the December 2, 2014 Vassalboro Planning Board Meeting. A second was made by Marianne Hubert. Vote: All in favor.

3. Lois Deraps applied for a Minor Site Plan Review for an antique shop in an existing building (Map #3 Lot # 32) on 301 Dunham Road in Vassalboro. Marianne Hubert made a motion that the application was complete. Doug Phillips seconded the motion. Vote: All in favor.

Performance Standards on the Minor Site Plan Review for the antique shop in an existing building were discussed and voted on as follows:

Performance Standard #1:
Doug Phillips made a motion that Performance Standard #1 has been met. The
motion was seconded by Marianne Hubert. Vote: All in favor.

Performance Standard #2:
Doug Phillips made a motion that Performance Standard #2 has been met. Marianne
Hubert seconded motion. Vote: All in favor.

Performance Standard #3:
Doug Phillips made a motion that Performance Standard #3 has been met. Marianne
Hubert seconded the motion. Vote: All in favor.

Performance Standard #4:
Marianne Hubert made a motion that Performance Standard #4 has been met. Doug
Phillips seconded the motion. Vote: All in favor.

Performance Standard #5:
Marianne Hubert made a motion that Performance Standard # 5 has been met. Doug
Phillips seconded motion. Vote: All in favor.

Performance Standards #6:
Doug Phillips made the motion that Performance Standard #6 has been met. Sally
Butler seconded the motion. Vote: All in favor.

Performance Standard #7:
Marianne Hubert made a motion that Performance Standard #7 has been met. The motion was seconded by Sally Butler. Vote: All in favor.

Performance Standard #8:
Marianne Hubert made a motion that Performance Standard #8 has been met. The motion was seconded by Doug Phillips. Vote: All in favor.

Performance Standard # 9:
Marianne Hubert made a motion that Performance Standard #9 has been met. The motion was seconded by Doug Phillips. Vote: All in favor.

Performance Standard #10:
Doug Phillips made a motion that Performance Standard #10 has been met. The motion
was seconded by Marianne Hubert. Vote: All in favor.

Doug Phillips noted that Lois Deraps’ new use for the existing building at Map # 3 Lot #32
would not have an adverse effect and made a motion to approve the Minor Site Plan Review Application as presented. Marianne Hubert seconded the motion but with the condition that a Shoreland Zoning Permit be obtained. Vote: All in favor.

4. Gene McDaniel of The Assembly of Truth Fellowship presented a Minor Site Plan Review Application for a change of use from an appliance store to a building for worship services at 2283 Riverside Dr. in Vassalboro (Map #3 Lot #98).

Marianne Hubert made a motion that the Minor Site Plan Review Application was complete.
Doug Phillips seconded the motion. Vote: All in favor.

Performance Standards on the Minor Site Plan Review Application for The Assembly of Truth Fellowship was discussed and voted on as follows:

Performance Standard #1:
Marianne Hubert made a motion that Performance Standard #1 has been met. The
motion was seconded by Doug Phillips. Vote: All in favor.

Performance Standard #2:
Doug Phillips made a motion that Performance Standard #2 has been met. Marianne
Hubert seconded the motion. Vote: All in favor.

Performance Standard #3:
Betsy Poulin made a motion that Performance Standard #3 has been met. Doug
Phillips seconded the motion. Vote: All in favor.

Performance Standard #4:
Sally Butler made a motion that Performance Standard #4 has been met. Marianne
Hubert seconded the motion. Vote: All in favor.

Performance Standard #5:
Doug Phillips made a motion that Performance Standard # 5 has been met. Marianne
Hubert seconded the motion. Vote: All in favor.

Performance Standards #6:
Marianne Hubert made the motion that Performance Standard #6 has been met.
The motion was seconded by Sally Butler. Vote: All in favor.

Performance Standard #7:
Marianne Hubert made a motion that Performance Standard #7 be approved with
the condition that all outside lights are hooded (facing down). The motion was
seconded by Sally Butler. Vote: All in favor.

Performance Standard #8:
Doug Phillips made a motion that Performance Standard #8 has been met. Marianne
Hubert seconded the motion. Vote: All in favor.

Performance Standard # 9:
Doug Phillips made a motion that Performance Standard #9 has been met. The motion
was seconded by Sally Butler. Vote: All in favor.

Performance Standard #10:
Doug Phillips made a motion that Performance Standard #10 has been met. The motion
was seconded by Marianne Hubert. Vote: All in favor.

Doug Phillips made a motion to approve the Minor Site Plan Review application from
The Assembly of Truth Fellowship for change of use. Betsy Poulin seconded the motion. Vote: All in favor.

5. Doug Phillips made a motion to adjourn the meeting. The motion was seconded by Marianne Hubert. Vote: All in favor. Meeting adjourned at 8:00 P.M.
