1. Ginny Bracket called the Planning Board Meeting to order at 7:00 PM.

2. Doug Phillips made a motion to approve the minutes of the August 5, 2014 Vassalboro Planning Board Meeting. A second was made by Marianne Hubert. Vote: All in favor.

3. Bridget Hutchinson applied for a Minor Site Plan Review for a 20’ X 24’ garage (Map# 8 Lot# 117). Marianne Hubert made a motion that the application was complete. Doug Phillips seconded the motion. Vote: All in favor.

Performance Standards on the Minor Site Plan Review for the 20’ X 24’ garage were discussed and voted on as follows:

Performance Standard #1:
Doug Phillips made a motion that Performance Standard #1 has been met.
Motion was seconded by Sally Butler. Vote: All in favor.

Performance Standard #2:
Doug Phillips made a motion that Performance Standard #2 has been met. Marianne
Hubert seconded motion. Vote: All in favor.

Performance Standard #3:
Marianne Hubert made a motion that Performance Standard #3 has been met. Doug
Phillips seconded the motion. Vote: All in favor.

Performance Standard #4:
Doug Phillips made a motion that Performance Standard #4 has been met. Sally
Butler seconded the motion. Vote: All in favor.

Performance Standard #5:
Marianne Hubert made a motion that Performance Standard # 5 has been met. Betsy Poulin seconded motion. Vote: All in favor.

Performance Standards #6:
Doug Phillips made the motion that Performance Standard #6 has been met. Motion seconded by Sally Butler. Vote: All in favor.

Performance Standard #7:
Marianne Hubert made a motion that Performance Standard #7 has been met. Motion
was seconded by Betsy Poulin. Vote: All in favor.

Performance Standard #8:
Doug Phillips made a motion that Performance Standard #8 has been met. Motion was seconded by Marianne Hubert. Vote: All in favor.

Performance Standard # 9:
Doug Phillips made a motion that Performance Standard #9 has been met. Motion
was seconded by Betsy Poulin. Vote: All in favor.

Performance Standard #10:
Doug Phillips made a motion that Performance Standard #10 has been met. Motion
seconded by Betsy Poulin. Vote: All in favor.

Doug Phillips made a motion to approve the Minor Site Plan Review Application for the 20’ X 24’ garage as presented. Sally Butler seconded the motion. Vote: All in favor.

4. Minor Site Plan Review by Lois Deraps for an Antique Shop in an existing building (Map# 3 Lot #32) was not complete. Applicant was advised to submit a better site plan in order for the Planning Board to make a decision on the application. This application was tabled.

5. Bruce and Lenora Murray presented a Major Site Plan Review regarding a 30’ X 160’ storage building (Map# 8 Lot# 118). (Note: This application was changed from a Minor Site Plan Review to a Major Site Plan Review.)

Doug Phillips made a motion that the Major Site Plan Review application was complete. Sally Butler seconded the motion. Vote: All in favor.

Performance Standards on the Major Site Plan Review by Bruce and Lenora Murray was discussed and voted on as follows:

Performance Standard #1:
Doug Phillips made a motion that Performance Standard #1 has been met.
Motion was seconded by Marianne Hubert. Vote: All in favor.

Performance Standard #2:
Doug Phillips made a motion that Performance Standard #2 has been met. Sally
Butler seconded the motion. Vote: All in favor.

Performance Standard #3:
Doug Phillips made a motion that Performance Standard #3 has been met. Marianne
Hubert seconded the motion. Vote: All in favor.

Performance Standard #4:
Doug Phillips made a motion that Performance Standard #4 has been met. Betsy
Poulin seconded the motion. Vote: All in favor.

Performance Standard #5:
Marianne Hubert made a motion to approve Performance Standard # 5 with the condition that the building must be moved 10 feet to the North and 10 feet to the East. Sally Butler seconded the motion. Vote: All in favor.

Performance Standards #6:
Doug Phillips made the motion that Performance Standard #6 has been met. Motion seconded by Marianne Hubert. Vote: All in favor.

Performance Standard #7:
Doug Phillips made a motion that Performance Standard #7 has been met. Motion
was seconded by Marianne Hubert. Vote: All in favor.

Performance Standard #8:
Doug Phillips made a motion that Performance Standard #8 has been met. Motion was seconded by Sally Butler. Vote: All in favor.

Performance Standard # 9:
Doug Phillips made a motion that Performance Standard #9 has been met. Motion
was seconded by Betsy Poulin. Vote: All in favor.

Performance Standard #10:
Doug Phillips made a motion that Performance Standard #10 has been met. Motion
seconded by Sally Butler. Vote: All in favor.

Doug Phillips made a motion to approve the Major Site Plan Review application from Bruce and Lenora Murray with the four following conditions to be met before a building permit is issued. Marianne Hubert seconded the motion. Vote: All in favor. Four conditions:
(1) MDOT Permit. (2) Holding Tank Pumping Contract. (3) New Site Plan drawing to scale showing corrected location of building. (4) Best Management Practices to be met.

6. Meeting adjourned at 8:51 P.M.
