MINUTES

1. Meeting started at 7:02 PM.

2. Doug Phillips made a motion to approve the minutes of the July 1, 2014 Vassalboro Planning Board Meeting. A second was made by Marianne Hubert. Vote: All in favor.

3. Charlene and Kevin Luczko applied for a Minor Site Plan Review for a Barber Shop and Salon at 909 Main Street (Map #23 Lot #44-1).

Marianne Hubert made a motion that the application was complete. Doug Phillips seconded the motion. Vote: All in favor.

Performance Standards on the Minor Site Plan Review for the Barber Shop and Salon were discussed and voted on as follows:

Performance Standard #1:
Doug Phillips made a motion that Performance Standard #1 has been met.
Motion was seconded by Don Robbins. Vote: All in favor.

Performance Standard #2:
Doug Phillips made a motion that Performance Standard #2 has been met. Marianne
Hubert seconded motion. Vote: All in favor.

Performance Standard #3:
Marianne Hubert made a motion that Performance Standard #3 has been met. Sally
Butler seconded the motion. Vote: All in favor.

Performance Standard #4:
Betsy Poulin made a motion that Performance Standard #4 has been met. Doug
Phillips seconded the motion. Vote: All in favor.

Performance Standard #5:
Marianne Hubert made a motion that Performance Standard # 5 has been met. Sally Butler seconded motion. Vote: All in favor.

Performance Standards #6:
Doug Phillips made the motion that Performance Standard #6 has been met. Motion seconded by Marianne Hubert. Vote: All in favor.

Performance Standard #7:
Doug Phillips made a motion that Performance Standard #7 has been met. Motion
was seconded by Betsy Poulin. Vote: All in favor.

Performance Standard #8:
Marianne Hubert made a motion that Performance Standard #8 has been met. Motion was seconded by Doug Phillips. Vote: All in favor.

Performance Standard # 9:
Doug Phillips made a motion that Performance Standard #9 has been met. Motion
was seconded by Sally Butler. Vote: All in favor.

Performance Standard #10:
Marianne Hubert made a motion that Performance Standard #10 has been met. Motion
seconded by Sally Butler. Vote: All in favor.

Hours of Operation: Monday – Friday: 8:30 AM – 6:00 PM
Saturday: 7:30 AM – 1:00 PM
Sunday: Closed
Doug Phillips made a motion to approve the Minor Site Plan Review Application for the Barber Shop and Salon as presented. Marianne Hubert seconded the motion. Vote: All in favor.

4. Don Lind requested approval for an addition of one-half bath and laundry room at 9 Kilborn Road (Map #17, Lot #23).

Marianne Hubert made a motion to approve the 15% expansion. Doug Phillips seconded the motion. Vote: All in favor.

5. HVM Enterprises LLC presented Major Site Plan Review regarding lease to Maine Land
Entertainment Inc. of the former Winslow Aluminum Co. (Map #4, Lot #38) for a Children’s Entertainment Center.

Doug Phillips made a motion that the Major Site Plan Review application was complete. Marianne Hubert seconded the motion. Vote: All in favor.

Performance Standards on the Major Site Plan Review by HVM Enterprises LLC were discussed and voted on as follows:

Performance Standard #1:
Marianne Hubert made a motion that Performance Standard #1 has been met.
Motion was seconded by Doug Phillips. Vote: All in favor.

Performance Standard #2:
Doug Phillips made a motion that Performance Standard #2 has been met. Sally
Butler seconded the motion. Vote: All in favor.

Performance Standard #3:
Doug Phillips made a motion that Performance Standard #3 has been met. Sally
Butler seconded the motion. Vote: All in favor.

Performance Standard #4:
Betsy Poulin made a motion that Performance Standard #4 has been met. Doug
Phillips seconded the motion. Vote: All in favor.

Performance Standard #5:
Marianne Hubert made a motion to approve Performance Standard # 5 with the condition that a stormwater permit by rule is obtained. Doug Phillips seconded the motion. Vote: All in favor.

Performance Standards #6:
Doug Phillips made the motion that Performance Standard #6 has been met. Motion seconded by Marianne Hubert. Vote: All in favor.

Performance Standard #7:
Doug Phillips made a motion that Performance Standard #7 has been met. Motion
was seconded by Sally Butler. Vote: All in favor.

Performance Standard #8:
Marianne Hubert made a motion that Performance Standard #8 has been met. Motion was seconded by Sally Butler. Vote: All in favor.

Performance Standard # 9:
Marianne Hubert made a motion that Performance Standard #9 has been met. Motion
was seconded by Doug Phillips. Vote: All in favor.

Performance Standard #10:
Doug Phillips made a motion that Performance Standard #10 has been met. Motion
seconded by Marianne Hubert. Vote: All in favor.

Note: Entrance permit has been granted by Maine DOT.

Doug Phillips made a motion to approve the Major Site Plan Review application from the HVM Enterprises, LLC as presented. Marianne Hubert seconded the motion. Vote: All in favor.
