MINUTES
April 1, 2014

Present: Ginny Bracket (Chair), Marianne Hubert, Betsy Poulin,
Doug Phillips, Don Robbins, and Robert T. Folsom Sr.

1. Meeting started at 7:00 PM.

2. David & Tracye Fortin requested a Building Permit for a porch and deck 133 feet from the high water mark of Three Mile Pond. General discussion followed. Marianne Hubert made a motion to approve the Building Permit Application. Seconded by Doug Phillips. Vote: All in favor.

3. Mike Chick (President) and Dedra Snow (Vice Pres.) from MainEx applied for a Major Site Plan Review for a Commercial Building Permit and development on Map 1 Lot 18. Don Robbins recused himself from voting.

Marianne Hubert made a motion to accept the application as complete. Seconded by Doug Phillips. Vote: All in favor.

General discussion followed. The applicants agreed to plant trees of approximately 5-6 feet in height to be located by the company engineer and approved by the Code Enforcement Officer to help screen headlights from lighting up the abutter’s property. Also MainEx will treat the driveway to stop dust. Materials will be stock piled on the site will be brought on site in the afternoon not early morning.

Performance Standards on the MainEx Major Site Plan Review were voted on as follows:

Performance Standards #1-4:
Marianne Hubert made a motion that Performance Standards #1-4 have been met.
Seconded by Doug Phillips. Vote: All in favor.

Performance Standard #5:
Doug Phillips made a motion that Performance Standard #5 has been met. Betsy Poulin
Seconded. Vote: All in favor.

Performance Standard #6:
Marianne Hubert made a motion that Performance Standard #6 has been met. Doug
Phillips seconded. Vote: All in favor.

Performance Standard #7:
Marianne Hubert made a motion that Performance Standard #7 has been met. Betsy
Poulin seconded. Vote: All in favor.

Performance Standard #8:
Doug Phillips made a motion for a “Financial Letter” be provided. Marianne Hubert
Seconded motion. Vote: All in favor.

Performance Standards #9 &10:
Doug Phillips made the motion that Performance Standards #9 & 10 have been met. Motion seconded by Betsy Poulin. Vote: All in favor.

Doug Phillips made a motion to approve the entire MainEx Application as presented. Marianne Hubert seconded motion. Vote: All in favor.

4. Harmony and Dylan Dillaway presented a Minor Site Plan Review for Change of Use
from garage to farm stand on Map 6 Lot 23. General discussion followed. Doug Phillips
made a motion to accept the Application as complete. Seconded by Marianne Hubert.
Vote: All in favor.

Performance Standards for the Dillaway’s Minor Site Plan Review were voted on as follows:

Performance Standards #1 &2:
Don Robbins made a motion that Performance Standards #1 & 2 have been met. Motion
was seconded by Marianne Hubert. Vote: All in favor.

Performance Standard #3:
Doug Phillips made a motion that Performance Standards #5 has been met. Seconded by
Don Robbins. Vote: All in favor.

Performance Standard #4:
Marianne Hubert made a motion that Performance Standard #4 has been met. Motion
was seconded by Betsy Poulin. Vote: All in favor.

Performance Standard #5:
Don Robbins made a motion that Performance Standard #5 has been met. Motion was
seconded by Doug Phillips. Vote: All in favor.

Performance Standard #6:
Don Robbins made a motion that Performance Standard #6 has been met. Motion was
seconded by Marianne Hubert. Vote: All in favor.

Performance Standard #7:
Marianne Hubert made a motion that Performance Standard #7 has been met. Motion
was seconded by Doug Phillips. Vote: All in favor.

Performance Standard #8:
Marianne Hubert made a motion that Performance Standard #8 is not applicable.
Motion was seconded by Betsy Poulin. Vote: All in favor.

Performance Standard # 9:
Doug Phillips made a motion that Performance Standard #9 has been met. Motion
Was seconded by Don Robbins. Vote: All in favor.

Performance Standard #10:
Doug Phillips made a motion that Performance Standard #10 has been met. Motion
Seconded by Betsy Poulin. Vote: All in favor.

Don Robbins made a motion to approve the Dillaway’s Minor Site Plan Review for Change of Use. Motion was seconded by Marianne Hubert. Vote: All in favor.

5. Doug Phillips made a motion to approve the Vassalboro Planning Board Meeting Minutes of
March 4, 2014. Motion seconded by Ginny Brackett. Vote: All in favor.

6. Robert Whittemore presented a Building Permit Application for a 32 X 32 garage in the
Shoreland Zone (Map 19 Lot 21). General discussion followed.

Doug Phillips made a motion to approve the Whittemore Building Permit Application. Motion seconded by Don Robbins. Vote: All in favor.

7. Other Business: Code Enforcement Officer Robert T. Folsom Sr. requested the Planning
Board address Permit Fees to better meet the costs of enforcing the new MUBEC Building Code. Permit Fees for the Town of Poland were distributed (copy attached). Doug Phillips suggested that the CEO calculate what the costs would be. The CEO stated that he will respond at a later Planning Board Meeting.

8. Ginny Brackett made a motion to adjourn. Doug Phillips seconded the motion.
Vote: All in favor. Meeting adjourned at 10:00 P.M.
