Meeting Vassalboro Conservation Commission
Minutes of February 14, 2013 Meeting
Present: Mary Ellen Johnston, Paul Mitnik, Holly Weidner

The meeting began at 7:00. Ginny did not show up for the meeting. We decided to invite her to the next meeting. Paul presented a draft of the open space language for the Board to consider. Holly indicated that there are already open space requirements within the current Ordinance in the performance standards section G. Paul said that this wasn’t being implemented, probably due to where it was located in the ordinance. The review of the performance standards is the final end of approval. The commitment for open space needs to be in the pre-application meeting, where all unbuildable and valuable areas for wildlife, ect are mapped. We thought that the Conservation Commission could be a good agent for applicants to consult with when preparing for the pre-application. We need to get the Planning Board feedback for this.

Paul indicated that he received a call from Jim Coffin this week. Jim agreed to prepare a site plan for the carry-in boat launch. This should facilitate getting cost estimates for the project. Although the facility will not be handicapped accessible, Paul believed that there were provisions in the ADA requirements that allowed this assuming that it is not technically feasible. The steep slope here and along the entire Kennebec makes maintaining a 6% slope (ADA requirements) impossible.

The next meeting will be on March 14. Paul will contact Ginny Brackett to see if she could attend the meeting.

The meeting ended at 8:30.
